- about
The BNCC as open data, with the official source in every record.
bncc.dev publishes the 1,721 learning objectives of Brazil's National Common Curricular Base (BNCC) in formats that people and programs can use. Every text is the official one, checked against the document published by the Ministry of Education (MEC) or the National Education Council (CNE). The project is maintained by Profy and released under the CC BY 4.0 and MIT licenses.
Starting point
The BNCC defines what every student in Brazilian basic education has the right to learn, and it is the mandatory reference for the curriculum of every school in the country. The Ministry of Education publishes it as a 600-page PDF and as spreadsheets. Both formats work for reading. For software, they lack an API, versioning and links between records.
So every system that cites the BNCC rebuilds the same structure on its own, and each rebuild brings its own errors. With AI, the error changes shape. We asked 19 AI models for the text of learning objectives given only the code, with no access to any source, and 39% of the transcriptions came back with invented text or the text of another objective. Results per model are in the benchmark (in Portuguese).
bncc.dev solves this once, in public. We structure the BNCC, check every text and publish the result as open data, so nobody has to redo this work.
How the data is made
Every step leaves a public record. Anyone can check all of it without asking permission.
An example of a decision: the official Computing annex prints the code EF05CO011, with one digit more than the other 140. The dataset publishes EF05CO11 and records the decision, keeping the printed form next to the source.
The full methodology, with sources, checksums, the validation report and the decisions, is in the bncc-dados repository. The data is not generated by AI. Pedagogical review is done by Profy's pedagogical team.
Licenses
Everything bncc.dev publishes as open uses one of two licenses. Both allow copying, modifying and redistributing, including for commercial purposes. The condition is attribution.
| What is open | License | Where |
|---|---|---|
| The 1,721 learning objectives, the competencies and the source of each record, in JSON, SQLite and CSV | CC BY 4.0 | bncc-dados ↗ |
| The extraction and verification process that produces the data | MIT | bncc-dados ↗ |
| The @bncc/dados (npm) and bncc (PyPI) packages. The data they embed stays under CC BY 4.0 | MIT | bncc-pacotes ↗ |
| The @bncc/mcp server, including the code of the hosted version at mcp.bncc.dev | MIT | bncc-pacotes ↗ |
| The benchmark of AI errors about the BNCC: items, results and methodology under CC BY 4.0, code under MIT | CC BY 4.0MIT | bncc-benchmark ↗ |
| The normative texts of the BNCC. They are official acts of the Brazilian State and are not protected by copyright (Law 9,610/1998, art. 8, IV). The licenses above cover the compilation, structure and curation done by the project | official act | MEC and CNE |
What is not open
The code of this website and of the REST API (api.bncc.dev) is private. Using both is free and requires no key. Neither is indispensable: the packages embed the data and work offline, and anyone can host the MCP server.
How to give credit
Data: bncc.dev, maintained by Profy. License CC BY 4.0. https://github.com/bncc-dev/bncc-dados
Profy. bncc.dev: open and verified data of Brazil's National Common Curricular Base (dados-2026.07.1). Zenodo, 2026. https://doi.org/10.5281/zenodo.21625233
The concept DOI always points to the latest version. GitHub's Cite this repository button generates the citation in other formats from CITATION.cff.
Commitment: what has been published under these licenses stays open, and nothing moves from the open side to the paid side. The rule is written in the repository (in Portuguese).
Use, continuity and governance
Answers about using the data, the continuity of the project and who decides.
- Commercial use. It is allowed. The licenses let you use the data and the code in paid products, as long as you give credit.
- Sign-up and keys. There are none. The website, the API and the hosted MCP server work without sign-up and without an access key.
- Continuity without Profy. The current data does not depend on Profy. It is a few megabytes versioned in Git, with a permanent DOI on Zenodo and a reproducible process, and the licenses cannot be revoked. The evolution of the dataset still depends on Profy: today only Profy does the curation, follows normative changes from CNE and MEC, and does the pedagogical review.
- Who decides. Today Profy maintains the project and decides alone. The plan is to open governance to a core of maintainers from other organizations. No partner has been formalized yet.
- AI at bncc.dev. Data extraction is deterministic, with no AI. AI shows up in use: the MCP server lets AI assistants query the verified dataset before answering, instead of inventing codes.
- Personal data. The dataset contains no personal data. This website only receives what you send: name, email and message in the contact form, and the email in the newsletter. Visits are measured with Google Analytics. Details are in the privacy policy. Requests about your data go to Profy's data protection officer at leo@profy.com.br.
Who maintains it
bncc.dev is a project of Profy, a company based in Brasília that produces research, data and technology to make the use of AI in Brazilian education more reliable. Profy is also the first user of this data in its own products.
Corrections and contributions
If a text here differs from the official document, open an issue in the bncc-dados repository with the code of the learning objective and the page of the source. Every correction must cite the official document, and each one is recorded in public. Every learning objective page has a “Reportar erro” (report an error) link that opens the issue already filled in.
- Contributing guide: how to propose a data or code correction.
- Code of conduct: applies to issues, pull requests and discussions, with a reporting channel.
- Content policy: what counts as an error or improper content, how it is fixed and how fast.
- Security policy: report vulnerabilities by email, not in a public issue.
